    Many people are always asking, ‘’is the spend worth it in the long run?’’. It seems from an energy bill, house value and rental point of view, it is. This of course doesn’t take into account air health, comfortability in your house and so on.

    What are your thoughts on the government targets for 2030 regarding EPC’s with the programs and initiatives they may roll out to reach this target? I know that’s a crystal ball question but would be interesting to get your thoughts.

    1. Probably unsurprisingly to you, I think the direct financial value (excluding factors such as health and comfort) depends on government policy. If they implement policies to achieve these targets, then it’s a no-brainer that the focus will shift towards more energy-efficient buildings. However, the actual policies are hard to pin down.

      Given that Labour are claiming they will facilitate the building of hundreds of thousands of new homes, it would be sensible to tighten the standards for these projects quickly. Otherwise, we risk creating a new housing stock—expected to last for the next 50+ years—that is already below the required standards.

      Regarding existing buildings, new refurbishments should be encouraged to meet higher energy standards—at least a Band B energy rating where feasible. As with new builds, properties undergoing refurbishment now will likely not be upgraded again for the next 25 years, so it is crucial to address these issues immediately. I would like to see lending or mortgage products introduced to provide additional financing for refurbishing properties to achieve lower energy ratings.

      In addition to tackling new and ongoing developments, we can incentivise homeowners to improve their properties through schemes that encourage upgrades they might not have otherwise considered. A continuation of several schemes set to end in the coming years is essential. For example, the Energy-Saving Materials and Installation VAT Reduction Scheme, which is scheduled to end in 2027, and the Great British Insulation Scheme, due to conclude in 2026. These schemes should not only be extended but also made more widely known and strengthened with additional financial support.       For owners (the most important stakeholders, as it is they who finance refurbishments), the decision to invest in energy renovations is often highly influenced by installers and contractors. The government should quickly progress with schemes that improve and expand the workforce, enhancing technical ability and ultimately fostering owners’ trust in receiving a high-quality, on-time, and measurably better retrofit. This behavioural approach (changing the mindset of owners) needs to be paired with the economic approach, which we have traditionally relied upon heavily. Changing social norms, framing retrofits positively, and reducing the perceived hassle are all crucial elements.

      Returning to economic factors, greater funding from energy companies—many of which are making record profits from homeowners living in poorly performing houses—must be directed to support those who cannot afford to improve their homes independently. Lastly, this should be supplemented by government funding if necessary, using the schemes mentioned in the upcoming blog.

      The approaches above could be applied to the 2030 landlord EPC C targets and the longer national 2050 targets. With the former speed is even more essential.
